RICHMOND — Following a 37 year career at the State Corporation Commission (SCC), Communications Division Director William Irby is retiring. He has been the director of the division since July 1998. He joined the SCC in 1980 as a senior engineer and then served as a rates and costs manager in 1985 until being appointed deputy director and then director.
In conjunction with Irby’s retirement, the Commission is combining two SCC divisions effective November 1. The Division of Energy Regulation and the Division of Communications will merge and become the Division of Public Utility Regulation (PUR).
William F. Stephens will serve as the PUR division director. Stephens has been the director of energy regulation since 1983. Sheree King, a telecommunications competition specialist since 1999, will serve as the primary PUR contact for telecommunications related matters.
PUR will continue to work closely with the SCC’s Division of Utility Accounting and Finance, directed by Kimberly B. Pate, on all jurisdictional matters involving regulated entities that provide electric, natural gas, water and sewer, and telecommunications services.
