SCC Launching New System in 2019
The State Corporation Commission (SCC) is transforming the way we do business online. In 2019, the SCC will launch the overhaul and modernization of a mission-critical system used to manage the Commission’s business entity and Uniform Commercial Code records. Each year, nearly 600,000 businesses file documents with the Clerk’s Office to maintain their businesses in Virginia.
The SCC’s new online business services will unify previously disparate user experiences, allowing businesses to complete the majority of required business filings and submissions online using a secure, web-based system.
The effort to modernize this system replaces current methods of filing online with the SCC with a more robust, secure platform that complies with relevant General Assembly statutes. The system at launch will include built-in user guides to prevent common filing errors and rejection of documents. The Clerk’s Office also completed a comprehensive business process improvement effort in conjunction with this project.
Enhanced security measures will offer confidence to SCC customers who form and maintain organizations under Virginia business entity statutes. Each user will be verified through a third-party identity management service, and each business and registered agent will be issued a PIN that will allow them to file and change records online.
An increase in self-service options and improved search capabilities will aid users who regularly conduct business with the SCC. For example, when people submit online, they will have real-time approval of documents and can immediately view any filings or correspondence associated with their account.

What do I need to do to prepare?
Make sure the registered office address of your business entity is correct and up-to-date on the records of the Clerk’s Office. Registered office addresses may be updated online (https://scc.virginia.gov/. If you have questions, call the Contact Center at 804-371-9733, or toll-free in Virginia at 1-866-722-2551.
How do I sign up for an account in the new system?
Once the system is live, you will be able to create an account online by entering your name, address, phone number, and email. You will need to create a user name and secure password. Your information will be verified by a third-party identity management database. If it matches, your account will be established, and you can use the new system immediately.
What are PINs used for and how are they issued?
A business-specific PIN is required to make changes for that business. A PIN for each active business will be mailed to the registered office address on record at the SCC.
What’s so great about the new system?
Customers will be able to submit online most filings required under Virginia law, including corporate annual reports with changes. Users will receive real-time approval of most documents and will be able to view recent submissions and correspondence. Data and images associated with a business record will be accessible through a unified user experience.
What functions are easier to use in the new system?
Everything. Our project team did a comprehensive business process improvement effort and the online system includes built-in rules to prevent/eliminate common filing errors that may lead to rejection of filings. Address verification and enhanced search functions will also be a part of the new system.
Can I still submit filings on paper?
Yes, and review will be faster due to improved internal processing, but we hope you’ll consider filing online for real-time convenience.
